Chapter 51 — Dogs and other animals

Running at Large. All dogs shall be kept under restraint, and no dogs shall run at large at any times in this municipality.
Chapter 51-12. Adequate leash required.
No person owning, keeping or harboring any dog shall suffer or permit it to be upon the public streets or in any of the public places of the Township of Jackson unless such dog is accompanied by a person over the age of twelve (12) years and is securely confined and controlled by an adequate leash not more than six (6) feet long.
51-54 Prohibited Acts.
No person owning, harboring, keeping or in charge of any dog shall cause, suffer or allow such dog to soil, defile, defecate on or commit any nuisance on any common thoroughfare, sidewalk, passageway, bypass, play area, park or any place where people congregate or walk, or upon any public property whatsoever or upon any private property without the permission of the owner of said property.
Chapter 51-20 License Required
Any resident who shall own, keep or harbor a dog of licensing age shall, in the month of January of each year, apply for and procure from the Office of Animal Control, a license and official registration tag for each such dog so owned, kept or harbored and shall place upon each such dog a collar or harness with the registration tag fastened thereon. Failure of the owner to obtain a license within the time prescribed by ordinance shall be subject to a fine of not less than $10.00 nor more than $50.00, in the discretion of the Judge. Each day’s failure to obtain a license will be considered a separate violation.
Chapter 51-20.3. Failure to provide proper care; abandonment.
No owner shall fail to provide any animal in his control with sufficient; good and wholesome food and water, proper shelter and protection from the weather, veterinary care when needed to prevent suffering and with human care and treatment.
51-21. Violations and penalties.
Any person, whether as owner or custodian of a dog, convicted of a violation of any of the provisions of this Article, shall upon conviction of any of provisions hereof, be subject to a fine or penalty not exceeding five hundred dollar (500.00) or imprisonment for a term not exceeding ninety (90) days, or both at the discretion of the Judge before whom such conviction is had
